Job Description

A dynamic and experienced Health & Safety Officer is sought for a challenging professional role within a prominent industrial estate in Port Antonio, Portland. This is a crucial opportunity for a dedicated safety professional to lead and implement comprehensive health and safety programs, ensuring the well-being of all personnel and adherence to national and international regulations. The successful candidate will be instrumental in cultivating a proactive safety culture, minimizing risks, and driving continuous improvement in occupational health and safety performance across a diverse range of industrial operations.

You will be responsible for developing, implementing, and monitoring health and safety policies and procedures tailored to the unique demands of an industrial environment. This includes conducting regular risk assessments, safety audits, and inspections to identify potential hazards and ensure compliance with all relevant legislation, including the Factories Act and other Jamaican OSH standards. A key aspect of this role involves providing expert guidance and training to management and employees on best safety practices, emergency preparedness, and the proper use of personal protective equipment (PPE). You will also investigate all incidents, accidents, and near misses, meticulously documenting findings and recommending corrective actions to prevent recurrence.

This position demands a professional with a keen eye for detail, strong analytical skills, and the ability to communicate complex safety information effectively to all levels of the organization. You will work collaboratively with operational teams, contractors, and regulatory bodies to ensure that all activities within the industrial estate are conducted safely and efficiently. Key Responsibilities

  • Develop, implement, and maintain comprehensive EHS management systems, policies, and procedures.
  • Conduct regular risk assessments, safety audits, and site inspections to identify hazards and ensure compliance with OSH standards.
  • Lead incident investigations, root cause analysis, and implement corrective and preventive actions to prevent recurrence.
  • Provide health and safety training and induction programs for employees and contractors.
  • Ensure strict compliance with all local and international OSH regulations, including the Jamaican Factories Act.
  • Manage emergency preparedness and response plans, including fire safety, first aid, and evacuation procedures.
  • Advise management on safety best practices, regulatory changes, and continuous improvement initiatives.
  • Prepare and present detailed safety reports and performance metrics to management and relevant stakeholders.
  • Oversee the selection, maintenance, and proper use of Personal Protective Equipment (PPE).
  • Promote a strong safety culture through active engagement, effective communication, and visible leadership.

Required Skills

  • Proven experience in Health & Safety management within an industrial or manufacturing environment.
  • In-depth knowledge of Jamaican OSH legislation (e.g., Factories Act) and international safety standards.
  • Strong understanding of risk assessment methodologies and hazard identification.
  • Excellent communication, interpersonal, and presentation skills.
  • Ability to conduct thorough incident investigations and root cause analysis.
  • Proficiency in developing and delivering engaging safety training programs.
  • Strong organizational and time management skills with exceptional attention to detail.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).

Preferred Qualifications

  • NEBOSH International General Certificate (IGC) or equivalent certification.
  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
  • Experience with ISO 45001 (Occupational Health and Safety Management Systems).
  • Valid First Aid and CPR certification.
  • Experience working collaboratively with regulatory bodies and external auditors.
