Job Description
We are seeking a highly skilled and dedicated Health & Safety Officer to lead and manage all occupational health and safety initiatives within our expansive industrial estate located in Gordon Town, St. Andrew. This professional role is pivotal in cultivating a robust safety culture, ensuring full compliance with national and international health and safety regulations, and fostering a secure working environment for all personnel.
The ideal candidate will be a proactive, detail-oriented individual with a deep understanding of occupational health and safety regulations, particularly those applicable to industrial and manufacturing settings in Jamaica. You will be instrumental in developing, implementing, and monitoring comprehensive Health & Safety programs, policies, and procedures to ensure operational excellence and zero harm. Key Responsibilities
- Develop, implement, and maintain robust Health & Safety policies and procedures in strict alignment with Jamaican OHS legislation (e.g., Factories Act, pertinent regulations) and international standards (e.g., ISO 45001 principles).
- Conduct regular, thorough site inspections and comprehensive audits of the industrial estate to identify potential hazards, non-compliance issues, and areas for improvement in safety practices and infrastructure.
- Lead comprehensive risk assessments for all operational activities, machinery, processes, and work environments, proposing and implementing effective control measures to mitigate identified risks.
- Investigate all incidents, accidents, occupational diseases, and near misses meticulously, determining root causes and recommending effective corrective and preventative actions to avoid recurrence.
- Organize, develop, and deliver engaging and effective safety training programs for employees, contractors, and visitors, covering a wide range of topics including emergency preparedness, machinery operation, chemical handling, manual handling, and basic first aid.
- Manage the occupational health surveillance program, including coordinating regular health checks, ergonomic assessments, and promoting employee wellness initiatives.
- Ensure all safety equipment is properly procured, maintained, calibrated, and readily available, including Personal Protective Equipment (PPE), fire suppression systems, emergency response tools, and signage.
- Act as the primary point of contact and liaison for external regulatory bodies (e.g., Ministry of Labour and Social Security) during inspections, audits, and compliance assessments.
- Maintain accurate, up-to-date, and organized records of all safety-related documentation, including permits, training records, incident reports, audit findings, and inspection logs.
- Promote a strong and positive safety culture throughout the organization through regular communication, safety campaigns, awareness programs, and active involvement in safety committees.
- Prepare and present detailed H&S performance reports to management, outlining key metrics, trends, incident rates, compliance status, and recommended strategic improvements.
- Oversee waste management and environmental compliance within the industrial estate, ensuring adherence to relevant environmental regulations and best practices.
- Collaborate proactively with engineering, operations, and facility management teams on new project safety reviews, process modifications, and facility upgrades.
Required Skills
- Proven experience (minimum 4 years) in occupational health and safety management, preferably within an industrial, manufacturing, or heavy industry environment.
- In-depth knowledge of Jamaican Occupational Health & Safety (OHS) legislation, including the Factories Act and related regulations.
- Strong understanding and practical application of risk assessment methodologies and hazard identification techniques.
- Excellent communication, presentation, and interpersonal skills with the ability to engage and influence diverse audiences.
- Proficiency in incident investigation and root cause analysis methodologies.
- Demonstrated ability to develop and deliver effective, engaging safety training programs.
- Strong analytical skills for data interpretation, trend analysis, and comprehensive report writing.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Demonstrated ability to work independently, manage multiple priorities, and collaborate effectively as part of a team.
- Valid driver's license and access to reliable transportation.
Preferred Qualifications
- Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a closely related technical field.
- Internationally recognized H&S qualification such as NEBOSH General Certificate, IOSH Managing Safely, or equivalent.
- Experience with ISO 45001 (Occupational Health and Safety Management System) implementation, maintenance, or auditing.
- Current First Aid and CPR certification.
- Familiarity with environmental management systems (e.g., ISO 14001 principles).
