Job Description

We are seeking a highly experienced and dedicated Health & Safety Officer to oversee and enhance safety protocols within a bustling industrial estate environment in Norbrook, St. Andrew. This pivotal role involves ensuring a safe working environment for all tenants, visitors, and contractors across diverse industrial operations, including manufacturing, logistics, and warehousing. As a professional in this field, you will be instrumental in developing, implementing, and monitoring comprehensive health and safety management systems that comply with national regulations and international best practices. You will be responsible for identifying potential hazards, conducting thorough risk assessments, and designing effective mitigation strategies. This position demands a proactive individual with a strong commitment to cultivating a robust safety culture, capable of driving continuous improvement initiatives. The successful candidate will navigate complex operational landscapes, collaborating closely with multiple stakeholders to ensure collective adherence to stringent safety standards. Key Responsibilities

  • Develop, implement, and maintain the industrial estate's Health, Safety, and Environmental (HSE) management system, ensuring compliance with local laws and international standards.
  • Conduct regular site inspections and audits across various industrial units to identify potential hazards and non-compliance issues.
  • Perform detailed risk assessments for all activities, machinery, and processes within the estate, recommending and implementing corrective actions.
  • Investigate all incidents, accidents, and near misses, determining root causes and implementing preventative measures to avoid recurrence.
  • Lead and coordinate emergency preparedness and response plans, including fire drills and evacuation procedures.
  • Provide expert advice and guidance to tenants, management, and contractors on all health and safety matters.
  • Organise and deliver comprehensive health and safety training programs for employees, contractors, and new hires.
  • Maintain accurate records of all safety inspections, incidents, training, and compliance documentation.
  • Monitor and report on key safety performance indicators, preparing regular reports for management.
  • Champion a proactive safety culture through communication, engagement, and leadership.
  • Liaise with regulatory bodies and external safety consultants as required.

Required Skills

  • Proven experience as a Health & Safety Officer in an industrial or multi-tenant commercial estate setting.
  • Thorough knowledge of Jamaican occupational health and safety regulations and relevant international standards (e.g., OSHA, ISO 45001).
  • Demonstrated ability to conduct comprehensive risk assessments and incident investigations.
  • Excellent communication, interpersonal, and presentation skills.
  • Strong analytical and problem-solving abilities.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to work independently and as part of a diverse team.
  • Strong organizational skills with attention to detail.
  • Valid driver's license.

Preferred Qualifications

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • NEBOSH Diploma or equivalent internationally recognized safety qualification.
  • Certification in First Aid and CPR.
  • Experience with environmental management systems (e.g., ISO 14001).
  • Familiarity with waste management practices in an industrial context.
