Job Description

Career.zycto is seeking a dedicated and proactive Emergency Management Specialist to join our dynamic team in the historic Exchange District of Winnipeg. This is a critical full-time position responsible for developing, implementing, and managing comprehensive emergency preparedness and response programs that safeguard our operations, assets, and personnel, as well as those of our key clients. As an Emergency Management Specialist, you will be at the forefront of ensuring operational resilience, working collaboratively across various departments and with external stakeholders to anticipate, prevent, respond to, and recover from potential emergencies and disasters.

Your day-to-day will involve a diverse range of activities, from conducting thorough risk assessments and vulnerability analyses to crafting detailed emergency plans, protocols, and standard operating procedures. You will be instrumental in organizing and facilitating training sessions, drills, and exercises, ensuring that our teams and partners are well-prepared and confident in their roles during an incident. This role demands a keen analytical mind, excellent communication skills, and the ability to operate effectively under pressure. You will regularly review and update emergency plans to reflect current best practices, regulatory requirements, and evolving threats, ensuring our strategies remain robust and agile.

Key Responsibilities

  • Develop, implement, and maintain comprehensive emergency management plans, policies, and procedures.
  • Conduct regular risk assessments, hazard analyses, and vulnerability studies to identify potential threats and impacts.
  • Coordinate and facilitate emergency response training, drills, and exercises for employees and stakeholders.
  • Act as a primary point of contact during emergency situations, coordinating response activities and resource allocation.
  • Ensure compliance with all relevant federal, provincial, and local emergency management regulations and standards.
  • Establish and maintain strong working relationships with external emergency services, government agencies, and community partners.
  • Lead post-incident reviews, develop after-action reports, and implement corrective actions for continuous improvement.

Required Skills

  • Minimum of 3 years of progressive experience in emergency management or a related field.
  • Demonstrated knowledge of emergency management principles (mitigation, preparedness, response, recovery).
  • Strong analytical and problem-solving abilities, with an emphasis on critical thinking under pressure.
  • Excellent written and verbal communication skills, including public speaking and technical report writing.
  • Proficiency in project management and organizational skills, with attention to detail.
  • Ability to work independently and collaboratively within a multidisciplinary team.
  • Proficiency with emergency management software and communication tools.

Preferred Qualifications

  • Certified Emergency Manager (CEM) designation or equivalent certification.
  • Bachelor's degree in Emergency Management, Public Administration, Environmental Science, or a related field.
  • Experience in a consulting environment or managing emergency plans for multiple diverse organizations.
  • Familiarity with Manitoba's emergency measures legislation and local emergency services structure.
