Job Description

Caritas Rwanda is seeking a highly motivated, experienced, and dedicated Senior Project Coordinator to lead and manage our diverse development initiatives within the Kirehe District of Eastern Province. This critical role involves overseeing the entire project lifecycle, from detailed planning and meticulous implementation to rigorous monitoring, comprehensive evaluation, and transparent reporting. The Senior Project Coordinator will be instrumental in ensuring projects are delivered on time, within budget, and to the highest standards of quality and ethical conduct, while achieving their intended impact for the beneficiary communities. You will be responsible for coordinating effectively with various local and national stakeholders, including local government, community leaders, partner organizations, and Caritas Rwanda’s national office. This position demands a leader who can inspire and guide project teams, manage resources effectively and ethically, and navigate complex challenges with strategic foresight and cultural sensitivity. Key Responsibilities

  • Lead the planning, implementation, and monitoring of all Caritas Rwanda projects in Kirehe District, ensuring strict alignment with organizational goals, donor requirements, and national development plans.
  • Develop comprehensive project work plans, detailed budgets, and effective procurement plans, ensuring their efficient execution and adherence to timelines.
  • Manage project teams, including actively participating in hiring, providing ongoing training, conducting performance management, and fostering a collaborative, supportive, and high-performing work environment.
  • Establish and maintain strong, positive working relationships with local government authorities, respected community leaders, crucial partner organizations, and other relevant stakeholders.
  • Oversee the meticulous financial management of projects, including precise budget tracking, stringent expenditure control, and accurate financial reporting, ensuring full compliance with Caritas Rwanda and donor regulations.
  • Conduct regular and thorough field visits to project sites to monitor progress, proactively identify potential challenges, and provide technical support and guidance to project staff and beneficiaries.
  • Ensure timely and accurate data collection, robust analysis, and comprehensive reporting on project activities, outcomes, and impact, both internally and to external donors.
  • Identify potential risks and challenges to project implementation and develop effective mitigation strategies proactively to ensure project continuity and success.
  • Facilitate learning and knowledge sharing within the project team and with other Caritas programs to enhance project quality, effectiveness, and innovation.
  • Represent Caritas Rwanda professionally at local coordination meetings, workshops, and other relevant forums, advocating for our mission and programs.

Required Skills

  • Minimum of 6 years (72 months) of progressive experience in project management, preferably within the non-profit, development, or humanitarian sector.
  • Demonstrated experience in managing complex projects, including comprehensive planning, detailed budgeting, effective implementation, rigorous monitoring, and thorough evaluation.
  • Proven leadership and team management skills, with the ability to motivate, guide, and empower diverse teams to achieve project objectives.
  • Excellent written and verbal communication skills in both English and Kinyarwanda are essential.
  • Strong financial management and budget oversight capabilities, with a track record of responsible resource allocation.
  • Proficiency in project management software and Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Ability to work independently, take initiative, and collaborate effectively as part of a team in a challenging and dynamic environment.
  • Strong analytical, problem-solving, and decision-making skills to address complex project issues.
  • Deep understanding of humanitarian principles and a strong commitment to Caritas Rwanda's mission and values.

Preferred Qualifications

  • Master's degree in Project Management, Development Studies, Social Sciences, or a closely related field.
  • Extensive experience with donor reporting requirements from major international funding bodies.
  • Familiarity with the socio-economic context and cultural nuances of Kirehe District and the wider Eastern Province.
  • Certification in project management (e.g., PMP, PRINCE2, Agile).
  • Proven experience in community mobilization and participatory development approaches.
