Job Description
We are seeking a highly experienced and strategic Director of Government Relations to lead our engagement with government bodies, regulatory authorities, and key political stakeholders in Chitungwiza and the broader Harare Province. This pivotal role involves shaping and advancing Econet Wireless Zimbabwe’s public policy objectives, safeguarding our business interests, and ensuring compliance with all relevant laws and regulations in the dynamic telecommunications sector. The Director will be responsible for developing and executing comprehensive government relations strategies that align with our corporate goals, fostering positive relationships, and effectively advocating for policies that support our continued growth and innovation. This role demands a deep understanding of the Zimbabwean political landscape, regulatory frameworks, and the ability to articulate complex policy positions to diverse audiences. You will be instrumental in identifying potential legislative and regulatory challenges and opportunities, advising senior leadership on their implications, and proactively working to influence outcomes that benefit the company and its customers. The successful candidate will be a persuasive communicator, a skilled negotiator, and a trusted advisor, capable of navigating complex political environments with professionalism and integrity. This is an on-site role requiring a strong local presence and engagement.
Key Responsibilities
- Develop and implement strategic government relations plans for Chitungwiza and Harare Province, aligning with national corporate objectives.
- Cultivate and maintain strong, productive relationships with government officials, regulatory bodies (e.g., POTRAZ), policy makers, and other key external stakeholders.
- Monitor, analyze, and report on legislative, regulatory, and political developments that could impact Econet's operations and business interests.
- Advocate effectively for the company's positions on critical policy issues related to telecommunications, digital services, and broader economic development.
- Advise senior management on emerging policy trends, political risks, and opportunities, providing actionable insights and recommendations.
- Represent Econet Wireless Zimbabwe in industry associations, public forums, and stakeholder meetings.
- Ensure the company's adherence to all relevant laws, regulations, and ethical standards in its government interactions.
- Manage and oversee public policy initiatives, contributing to policy formulation and legislative processes.
- Coordinate with internal departments (Legal, Regulatory, Corporate Affairs) to ensure a unified approach to government engagement.
- Prepare comprehensive reports, briefs, and presentations on government relations activities and policy outcomes for executive leadership.
Required Skills
- Minimum of 10 years of progressive experience in government relations, public policy, or a related field, preferably within a highly regulated industry.
- Demonstrated strong understanding of the Zimbabwean political system, legislative processes, and regulatory environment.
- Exceptional written and verbal communication, presentation, and negotiation skills.
- Proven ability to build and maintain effective relationships with diverse stakeholders at all levels of government.
- Strategic thinker with the ability to anticipate policy changes and develop proactive engagement plans.
- High degree of integrity, professionalism, and ethical conduct.
- Strong analytical skills to interpret complex policy documents and legal frameworks.
- Ability to work independently and as part of a team in a fast-paced, dynamic environment.
- Bachelor's degree in Public Administration, Political Science, Law, Economics, or a related field.
Preferred Qualifications
- Master's degree or higher in a relevant discipline (e.g., Law, Public Policy, International Relations).
- Direct experience in the telecommunications or technology sector.
- Existing network of contacts within the Zimbabwean government and regulatory bodies.
- Experience managing teams or complex projects in a government relations capacity.
