Are you a meticulous and proactive Health and Safety professional passionate about fostering a secure and compliant work environment? Jamaica Public Service Company Limited (JPS) is seeking a dedicated Health and Safety Officer to join our team in Morant Bay, Saint Thomas Parish. This full-time, on-site role is crucial in upholding JPS’s stringent safety standards and ensuring our extensive operations meet and exceed all local and international regulatory requirements. As a Health and Safety Officer, you will be instrumental in the proactive development, robust implementation, and meticulous monitoring of occupational health and safety programs across various operational sites within the Saint Thomas region. This multifaceted role involves conducting regular and thorough risk assessments, facilitating comprehensive and engaging safety training sessions for diverse teams, investigating all incidents and near-misses to meticulously determine root causes, and subsequently recommending effective corrective actions to prevent recurrence.

You will play a pivotal role in cultivating a strong, pervasive safety culture, acting as a tireless advocate for best practices, and driving continuous improvement in our overall safety performance. This position demands a highly proactive individual with a profound understanding of local Jamaican OHS legislation, international safety standards, and excellent communication skills, enabling you to engage effectively and persuasively with employees at all levels, from frontline workers in the field to senior management. Key Responsibilities

  • Develop, implement, and monitor comprehensive Health and Safety (H&S) policies, procedures, and programs.
  • Conduct regular site inspections and audits to identify potential hazards and ensure compliance with H&S regulations.
  • Perform detailed risk assessments and recommend appropriate control measures to mitigate identified risks.
  • Organize and deliver H&S training sessions, workshops, and awareness campaigns for all employees.
  • Investigate all accidents, incidents, and near-misses, preparing reports and recommending corrective actions to prevent recurrence.
  • Ensure timely and accurate reporting of H&S performance to management and regulatory bodies.
  • Maintain up-to-date knowledge of local and international H&S legislation, standards, and best practices.
  • Liaise with regulatory authorities, emergency services, and other external stakeholders on H&S matters.
  • Promote a proactive safety culture through communication, engagement, and visible leadership.
  • Support the development and implementation of emergency response plans and drills.

Required Skills

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
  • Minimum of 3 years of progressive experience in an H&S role, preferably within the utilities, manufacturing, or heavy industry sectors.
  • In-depth knowledge of Jamaican Occupational Health and Safety (OHS) Act and Regulations.
  • Proven ability to conduct risk assessments, incident investigations, and safety audits.
  • Excellent written and verbal communication skills, with the ability to present complex information clearly.
  • Strong analytical and problem-solving abilities.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Preferred Qualifications

  • Internationally recognized H&S certification (e.g., NEBOSH Diploma, CSP, CRSP).
  • Experience with environmental management systems (e.g., ISO 14001) and quality management systems (e.g., ISO 9001).
  • Certification in First Aid and CPR.
  • Experience in an electrical utility environment.
