Job Description

This role demands a highly dedicated and experienced Health & Safety Officer to oversee all aspects of occupational health and safety within a dynamic industrial estate environment. As a key professional, you will be instrumental in developing, implementing, and monitoring robust H&S programs designed to protect our workforce, contractors, and visitors, while ensuring full compliance with national regulations and international best practices. Your expertise will be crucial in fostering a proactive safety culture where every individual understands their role in maintaining a hazard-free workplace.

You will conduct regular risk assessments, identify potential hazards inherent to industrial operations, and develop comprehensive control measures. This includes machinery safety, chemical handling protocols, emergency preparedness plans, and ergonomic evaluations. A significant part of your role will involve leading incident investigations, analyzing root causes, and implementing corrective actions to prevent recurrence. You will also be responsible for maintaining meticulous records of safety inspections, training sessions, and incident reports, ensuring all documentation meets legal requirements.

Beyond compliance, we are looking for a safety leader who can inspire and educate. You will design and deliver engaging H&S training sessions for all levels of staff, promoting awareness and competency in safety procedures. Your ability to communicate complex safety information clearly and effectively, both verbally and in writing, will be paramount. Collaboration with management teams, production supervisors, and external regulatory bodies will be a daily occurrence, requiring strong interpersonal skills and a diplomatic approach.

Key Responsibilities

  • Develop, implement, and maintain comprehensive Health & Safety management systems in line with national and international standards.
  • Conduct thorough risk assessments, hazard identification, and safety audits across all industrial operations.
  • Investigate all accidents, incidents, and near misses, determining root causes and implementing effective corrective and preventive actions.
  • Ensure strict compliance with all relevant occupational health and safety legislation and regulations in Jamaica.
  • Design and deliver engaging H&S training programs for employees at all levels, fostering a strong safety culture.
  • Develop and manage emergency response plans and conduct regular drills.
  • Maintain accurate records of safety inspections, training, incidents, and compliance activities.
  • Advise management on H&S matters, promoting best practices and continuous improvement initiatives.
  • Monitor and report on H&S performance, identifying trends and recommending strategic improvements.
  • Collaborate with internal departments and external regulatory bodies to ensure a safe working environment.

Required Skills

  • Proven experience as a Health & Safety Officer, preferably in an industrial or manufacturing environment.
  • In-depth knowledge of occupational health and safety regulations and best practices.
  • Strong understanding of risk assessment methodologies and hazard control techniques.
  • Excellent communication, presentation, and interpersonal skills.
  • Ability to conduct thorough incident investigations and root cause analysis.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Strong organizational skills and attention to detail.
  • Ability to work independently and as part of a team.

Preferred Qualifications

  • NEBOSH General Certificate or equivalent recognized H&S qualification.
  • Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or a related field.
  • Experience with ISO 45001 or other integrated management systems.
  • First Aid and CPR certification.
  • Experience in developing and delivering H&S training modules.
