Job Description

We are seeking a highly experienced and strategic Senior IT Governance Lead to join our dedicated team in Ghayathi. In this critical role, you will be instrumental in establishing, maintaining, and evolving our IT governance framework, ensuring that the municipality’s technology investments are aligned with our strategic objectives, regulatory requirements, and risk management policies. You will be responsible for driving best practices in IT service delivery, information security, and data management, specifically tailored to support the unique needs and growth of the Al Dhafra region, including Ghayathi’s local operations. This position requires a leader who can navigate complex organizational structures, champion change, and ensure that our IT landscape is resilient, compliant, and contributes measurable value to our public service mission. You will play a pivotal role in shaping the future of digital services for our community, safeguarding our digital assets, and optimizing our operational efficiency through sound IT governance principles. Key Responsibilities

  • Develop, implement, and maintain the IT governance framework (based on COBIT, ITIL, ISO 27001, etc.) across the Al Dhafra Region Municipality.
  • Ensure IT policies, standards, and procedures are aligned with organizational goals, local regulations, and international best practices.
  • Lead IT risk management activities, including identification, assessment, mitigation, and reporting of IT-related risks.
  • Oversee IT compliance efforts, preparing for and participating in internal and external IT audits, and ensuring remediation actions are completed.
  • Monitor and report on IT performance metrics, demonstrating value delivery and ensuring optimal utilization of IT resources.
  • Facilitate IT strategic planning sessions, ensuring IT initiatives support the municipality's overall vision and objectives.
  • Manage stakeholder relationships, communicating IT governance principles and outcomes to senior management, department heads, and external partners.
  • Develop and deliver training and awareness programs on IT governance, security, and compliance for municipal staff.
  • Stay abreast of emerging technologies, cybersecurity threats, and regulatory changes to proactively adapt the IT governance framework.

Required Skills

  • Expertise in IT governance frameworks (e.g., COBIT, ITIL, ISO 27001)
  • Strong understanding of IT risk management methodologies and controls
  • Proven experience in IT compliance and audit management
  • Excellent analytical, problem-solving, and decision-making skills
  • Exceptional communication, presentation, and interpersonal abilities
  • Leadership and team collaboration skills
  • Ability to develop and implement IT policies and procedures
  • Proficiency in Arabic and English (written and spoken)

Preferred Qualifications

  • CISM, CGEIT, CRISC, or similar industry certifications
  • Master’s degree in Information Technology, Business Administration, or a related field
  • Experience working within a public sector or government entity in the UAE
  • Project management certification (e.g., PMP)
  • Familiarity with smart city initiatives and digital transformation strategies
