Job Description

Career.zycto is seeking a highly motivated and dedicated By-Law Enforcement Officer to serve the vibrant community of Duluth, Minnesota. This full-time position is crucial for upholding the quality of life and safety within our city by ensuring compliance with municipal codes, by-laws, and various local ordinances. As a By-Law Enforcement Officer, you will be the frontline representative tasked with educating the public on regulatory requirements, investigating complaints, and enforcing necessary actions to resolve violations. The role involves a dynamic blend of field investigations, public interaction, and administrative duties. You will be responsible for patrolling assigned areas, responding to citizen inquiries and complaints regarding potential by-law infringements, and conducting thorough investigations to gather evidence. This includes documenting observations, taking photographs, interviewing parties involved, and preparing detailed reports. A significant aspect of this position is the ability to interpret and apply complex municipal regulations fairly and consistently, ensuring due process for all residents and businesses.

Key Responsibilities

  • Investigate complaints and proactively identify violations of municipal by-laws, including but not limited to zoning, property standards, noise, waste management, and animal control.
  • Educate residents and businesses on municipal by-laws and compliance requirements through verbal and written communication.
  • Conduct thorough on-site inspections, gather evidence, take photographs, and prepare detailed investigative reports.
  • Issue warnings, notices of violation, and citations in accordance with established procedures and legal guidelines.
  • Prepare comprehensive case files and provide testimony in court or at administrative hearings as required.
  • Collaborate with other city departments, law enforcement agencies, and community organizations to resolve complex issues.
  • Maintain accurate records of all investigations, enforcement actions, and correspondence using digital systems.
  • Respond to public inquiries and provide information regarding by-law enforcement in a professional and courteous manner.
  • Patrol assigned areas to identify potential by-law infractions and address them proactively.
  • Participate in ongoing training and professional development to stay current with legislative changes and best practices in by-law enforcement.

Required Skills

  • Minimum of 2 years of experience in by-law enforcement, security, law enforcement, or a related regulatory field.
  • Demonstrated knowledge of municipal by-laws, provincial statutes, and enforcement procedures.
  • Exceptional verbal and written communication skills, including report writing and public speaking.
  • Proven ability to interpret and apply complex regulations fairly and consistently.
  • Strong interpersonal skills with the ability to manage conflict, de-escalate situations, and maintain professionalism.
  • Proficiency in using computer software for record-keeping, report generation, and communication.
  • Valid Minnesota Class D Driver's License and a clean driving record.
  • Ability to work independently with minimal supervision and as part of a team.
  • Sound judgment and decision-making abilities under pressure.

Preferred Qualifications

  • Post-secondary education in Law Enforcement, Public Administration, Criminology, or a related discipline.
  • Certification in By-Law Enforcement or Municipal Law Enforcement.
  • Experience with case management software specific to code enforcement.
  • Knowledge of local Duluth community dynamics and demographics.
  • First Aid and CPR certification.
