Job Description

We are seeking a highly experienced and dedicated Health & Safety Officer to join a leading industrial estate in Kingston, Jamaica. This professional role is critical to ensuring a safe, healthy, and compliant working environment for all tenants, employees, and visitors within the estate. As a Health & Safety Officer, you will be responsible for developing, implementing, and monitoring comprehensive occupational health and safety programs that adhere to both local regulations and international best practices. Your expertise will be vital in mitigating risks, promoting a strong safety culture, and ensuring operational continuity across various industrial operations, ultimately safeguarding lives and assets.

This is more than just a compliance role; it’s an opportunity to be a proactive leader in safety management. You will work closely with diverse industrial tenants, management, and regulatory bodies to identify potential hazards, conduct thorough risk assessments, and develop effective control measures tailored to each specific operation. You will also be instrumental in designing and delivering engaging, impactful safety training programs, fostering awareness, and empowering all individuals within the estate to take ownership of their safety responsibilities. The ideal candidate will possess a deep understanding of complex industrial processes, hazard identification unique to a multi-faceted industrial estate environment, and a proven track record of significantly improving safety performance in challenging, dynamic settings. You will be a key advocate for best practices, ensuring the estate remains a benchmark for safety in the region.

Key Responsibilities

  • Develop, implement, and maintain comprehensive Health & Safety policies and procedures in line with Jamaican regulations and international standards.
  • Conduct regular site inspections and audits across the industrial estate to identify potential hazards and ensure compliance with safety protocols.
  • Perform detailed risk assessments for various industrial operations and machinery, proposing and implementing effective control measures.
  • Investigate all accidents, incidents, and near-misses, conducting root cause analysis and recommending corrective and preventive actions.
  • Organize and deliver engaging health and safety training programs for employees, contractors, and visitors.
  • Ensure all safety documentation, records, and reports are accurately maintained and readily available for audits.
  • Advise management and tenants on best practices for health and safety, promoting a proactive safety culture.
  • Liaise with relevant regulatory bodies (e.g., Ministry of Labour and Social Security) on all health and safety matters.
  • Manage and coordinate emergency response plans and drills, including fire safety, first aid, and hazardous material spills.
  • Monitor and evaluate the effectiveness of safety programs and initiatives, proposing continuous improvements.

Required Skills

  • Proven experience as a Health & Safety Officer, preferably within an industrial or manufacturing environment.
  • In-depth knowledge of Jamaican OHS legislation and regulations.
  • Strong understanding of risk assessment methodologies and hazard identification.
  • Excellent communication, interpersonal, and presentation skills.
  • Proficiency in incident investigation and root cause analysis techniques.
  • Ability to develop and deliver effective safety training programs.
  • Strong organizational skills and attention to detail.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Preferred Qualifications

  • NEBOSH Diploma or equivalent advanced qualification in Occupational Health & Safety.
  • Experience with environmental management systems (e.g., ISO 14001).
  • Certification in First Aid and CPR.
  • Experience in a multi-tenant industrial estate setting.
  • Membership in a relevant professional safety organization (e.g., IOSH, ASSE).
